Zoning Rewrite is Developer Dream, Residents' Nightmare

The DC Government, through the so-called Zoning Regulations Rewrite (ZRR), is completely overhauling the rules and regulations that govern development in the city -- i.e., the height, size and use of buildings and the land they occupy in the District. The ZRR directly affects the built environment and the quality of life of every DC resident, business and visitor. http://www.twilightzoning.org

The ZRR was approved in March by an unelected five-member Zoning Commission, with the guidance of the Mayor's Office of Planning and is to go into effect in early September. http://dcoz.dc.gov/zrr/zr16.shtm

Overall, the ZRR increases what can be built (size & height) and favors commercial over residential uses. This increases land values and development potential in the billions of dollars. To add insult to injury, there was limited reaction to concerns & public input, particularly for ANCs and Limited-English speaking people.

THE BIG ZRR CHANGES

Some of specific pro-development provisions and planning deficiencies of the ZRR are:

--Not performing the most rudimentary environmental impact assessment or analysis. None!
